  • Job Summary:

    This is a highly skilled professional senior management position responsible for the direct oversight of our Adoptions, Placement and Family Finder teams as well as addiitonal level of monitoring over the Licensing teams while supporting a healthy partnership between leadership within Heartland for Children. This position must demonstrate the ability to  oversee and track critical data elements for areas of responsibility and identify gaps, barriers and solutions related to systemic issues impacting all areas within the child welfare system. Effective performance requires a high degree of independent judgment and ability to function under the established policies, procedures and practices with minimal supervision.

  • Essential Functions:

    • Provides direct oversight for Placements, Adoptions, Licensing and Family Finders as well as addiitonal level of monitoring over the Licensing teams
    • Provides direct oversight of the Adoption targets for adoption finalization, required time frames for all adoption activities, recruitment efforts and matching events for unmatched children and supports for all levels of adoptive families
    • Ensures the placements team functions adequately on a daily 24-hour basis; consistently reviews placements options for the agency and helps to alleviate barriers that would prevent staff from placing all kids that are in need of a licensed care bed; in addition, will ensure all components; such as staff availability and management of a balanced out of home care model are operating according to protocol, budget, and the mission and vision of Heartland for Children
    • Reviews and approves all OHC expenditures to include approval of all high-level placement board rates
    • Cover on-call management scheduling will be needed to support certain placement approvals after normal business hours and to determine if elevation to the COO or CEO role is necessary
    • Provides guidance and direction to other HFC leadership to ensure all departments are effectively addressing agency wide areas that need focus or improvement
    • Provides administrative and management duties related to supervision of staff including interviewing and selection, training and orientation to the job, performance management, development and scheduling
    • Models and enforces effective conflict resolution by encouraging open and free flowing communication while exercising clear lines of responsibility; responds decisively and expeditiously to staff issues requiring immediate attention
    • Oversees and tracks critical data elements for multiple areas across the system of care
    • Attends a variety of case staffings when a senior level of attendance is needed and brings a wealth of knowledge that compliments the expertise provided by other HFC leadership and community partners. These staffings could include prevention, MDT, adoption and placement type of staffings
    • Attends performance related meetings and other agency or stakeholder meetings as assigned by the COO
    • Gathers agency wide data to assess and present to HFC’s Executive Management team, which is used in a variety of settings to include Board of Director meetings
    • Coordinate and facilitate monthly Directors meetings with all HFC Directors
    • Prepare reports/assignments as requested
    • Participate on statewide calls set up by Florida Children’s Coalition and the Department of Children & Families to represent HFC as requested
    • Performs special projects as assigned

  • Qualifications Required:

    Bachelors degree in social services or related field.  Requires a minimum five years of professional experience in the related field and executive level agency management experience.  Extensive experience in child welfare and/or child abuse prevention preferred. Must have excellent organization and follow up skills, be process oriented, be able to multi-task, have good analytical ability, have good oral and written communication skills, customer service skills, contract negotiation skills and proven leadership skills.  Requires an ability to be flexible and change activities quickly.
